Changzhou is a history-recorded cultural city with 2500 years (another name is the Dragon City ), also a newly rising industry one with overflowing modern breath and developed economy. Changzhou governs two countries such as Jiantan and Liyang, as well as five administrative areas as Wujin, Xinbei, Tianning, Zhonglou and Qishuyan, covering 4 375 square kilometers, with a population of about 3.4324 million. Changzhou belongs to the 50 powerful cities of “China Urban Comprehensive Strength” and to the 40 excellent cities “China Urban Investment Environment” and be confirmed firstly as “the Sustainable Development City” and “National Environment Protection Model Experimental City”. Changzhou, together with Jintan and Liyang, was titled as the National Healthy City in the year of 2003, and passed the national check, accepted as Environment Protection City.
　　Changzhou has its own 625 medical health institutions in all levels by the end of 2003. Among them, 152 are inside the health system, including 30 hospitals and 81 rustic health centers.　The health personnel totals up to 19 331 persons, including 15 597 health professionals, 6 592 doctors, 5 385 registered nurses, 1 264 pharmacist and 765 laboratorians.　On the average, there are 4.5 health professionals per one thousand persons and 1.9 doctors per one thousand persons in Changzhou.
　　Compared with initial stage in the nation founded, the three indications which comprehensively reflects inhabitant health level, such as the infant death rate, has decreased from 200‰ to 6.14‰, the maternal mortality rate, has decreased from 150/100000 to 5.48/100000,　and the average life expectancy, has increased from 37 years old to 75.69　years old.
　　Health management reforms steadily progress in Changzhou in recently. Employee contract system, leader tenure target system and middle-level cadres competition system have been carried out completely. Medical services in Changzhou have been classified for administration. About 19 street-community health service centers and lots of community health rooms have been established, which initially forms a perfect medical treatment and health care service network. Objective-integrated management responsibility system has been carried out for more than 10 years, which makes health administration reach a new stage. Changzhou No.1 People’s Hospital has ascended the range of 50 powerful hospitals in national large hospitals for their comprehensive strength.
　　Capital construction develops quickly. About 6 hundred million yuan (RMB) has been invested into the base construction in past five years and 400 thousand square meter building area has been completed. The inpatient building of Changzhou No.1 People’s Hospital, together with Changzhou No.2 People’s Hospital, known as the largest one for its monomer area in Jiangsu province, an important engineering construction item established by Changzhou government, has launched into use. The comprehensive building of Changzhou Traditional Chinese Medicine Hospital will been constructed in near future in this year, and the inpatient-building of Maternal and Child Health Hospital will be put into use in the same year. The　physics and chemistry laboratory of Changzhou Center for Disease Control and Prevention has passed the national recognized laboratory check, and the “120” first-aid command system becomes the first level in Jiangsu province.
　　Information engineering has made a breakthrough. Changzhou public health information web station has been opened and office automation (OA) system has been put into practice in health bureau, which takes the lead in Jiangsu province. Hospital information systems in municipal and district hospitals have been set up. The computerized network management systems for the planned immunity for children and for the maternal and child health care have started running.
　　Medical Science and technology have made a great progress in Changzhou. There are 11 clinical divisions estimated as provincial emphasized special divisions. Two important municipal laboratories have been built. 14 emphasized special-division laboratories such as for blood, radioimmunity, communicable disease, tumor research and so on, have been constructed and improved. Liver graft and heart graft operations have been carried out successfully. The number of kidney transplantations has been over a thousand, which ranks the first in Jiangsu province. One hundred talented men training program has been carried into execution, and the “young man training engineering” has started.
　　The strength for prevention and health care has been emphasized. The fraction of coverage of five bacterins as planned immunity for children keeps over 95% for many years at all small towns. The Aids detection network has been set up. The maternal mortality rate and the infant death rate have been controlled under the standard of national advanced area. Changzhou has realized the goal of “Baby Friendly City” and won the name of “Advanced City of Three Good Projects ”(good prepotency, good raising and good education).
　　Rural health care has strengthened gradually. Primary health care reached the goal of “everyone will enjoy the health care by 2000 years” ahead of five years, taking county (city) as an unit. Jintan and Wujin become the National Advanced County (City) of rural Primary Health Care. Liyang was given the name of “Advanced County of Primary Health Care” by provincial government. The utilized rate of rural tap water has been up to 90%.
　　Professional style construction has got initial effect. The comprehensive satisfaction degree to various hospital services are kept over 95% in recent years. Two hospitals are appraised as “National Health System Advanced Collective”. Four institutions are named as “provincial civilization unit”. The leadership of municipal public health bureau is approved as “Good Group” for successive three years.
